# Comeback Towns

> Which New York towns are ready for a comeback, and the evidence for it. Readiness grades and momentum labels for 148 cities and villages in New York's Capital Region, Hudson Valley, Mohawk Valley, computed from public data. Every figure on every page names the source file it came from and the date it was pulled. The dataset is CC BY 4.0.

Readiness (0 to 100, graded A to F within two population bands, split at 5,000) asks whether the ingredients for a revival are present: access (25%), building stock (15%), main street (15%), price headroom (15%), services (15%), civic capacity (15%). Momentum (0 to 100; rising at 60 and above, fading below 40, 50 is keeping pace) asks whether anything is happening now: prices, building, people, each judged against a New York benchmark. A grade ranks a town against others of its size; a label is direction, not a forecast.
